the reason why it APPEARS that there is more
crime in 'the latter situation' is because
the latter situation contains MORE individuals
than that of the former.... not necessarily
that the crime is 'more'.

but then again, lets consider the quantity over
quality. evidently in your brain.... one thousand
small crimes (ie stealing cars, getting $800
a month in fed money, and dealing drugs -- which,
on a street level... only makes a few grand)
is much more heavy than 10 business men screwing
the government, the economy and the country
out of BILLIONS....

meaning (in a clear manner).... you stated that
those on welfare deal in drugs... which supply
them with added monetary support....

i went with that statement and said that even IF
they were dealing drugs.... they wouldn't get
much.

even so... the government isn't aware of the
housewife selling cookies for cash either...
or crafts or babysitting or whatever.... its
pocketchange that doesn't get calculated on tax
forms... or AFDC/DHS forms.....

again... its all about exploiting the system...
